INTERNATIONAL CONFERENCE ON "JUDICIAL INDEPENDENCE AND DIGITALIZATION" HELD

    The Chief Judge of the Ulaanbaatar City Civil Court of Appeal, G. Davaadorj, presented an engaging paper on "Cybersecurity: Risks and Responsibilities."

    This International Conference was successfully organized by the Supreme Court of Mongolia, the Judicial Academy, the Judicial General Council, and the U.S. Embassy, in collaboration with the “International Leadership Center” under the U.S. Congress. It marked the first conference of alumni from the “Open World” program in the judicial sector, held in Ulaanbaatar on June 16–17, 2025.


     Over 120 participants attended, including judges and judicial leaders from Armenia, Estonia, Indonesia, Kazakhstan, Kyrgyzstan, Moldova, Uzbekistan, Serbia, and the U.S.




     In his presentation, Chief Judge G. Davaadorj highlighted the current state of digital reforms in Mongolia’s judiciary, focusing on cybersecurity, electronic case files, and electronic evidence, emphasizing the use of technological advancements to ensure accurate and reliable assessments. He also introduced Mongolia's legal and regulatory framework regarding cybersecurity.



     Furthermore, he addressed the importance of budget and financial issues in ensuring judicial cybersecurity. Based on international research, his conclusions pointed out that factors such as personal attitude, accountability, skills, and judicial leadership significantly impact reducing cybersecurity risks.
